EDUCATION REVIEWER | ANZSCO 249112

Skilled Migration Pathway

State and territory education departments and school regulatory authorities across Australia rely on experienced education professionals to review teaching quality and school performance, and this is a genuinely specialised, senior level role with a small local workforce. For overseas Education Reviewers, also known as School Inspectors and classified under ANZSCO 249112, this creates a pathway into Australia through employer sponsorship.

This guide covers what an Education Reviewer actually does day to day, the qualification and English standards involved, and how the two most common employer sponsored routes work: the Subclass 482 Skills in Demand visa and the Subclass 186 Employer Nomination Scheme.

WHAT DOES AN EDUCATION REVIEWER DO?

An Education Reviewer under ANZSCO 249112 reviews and examines the work of teachers in classrooms and schools, and observes the results of the application of curriculum programs in primary, middle or intermediate school, or secondary educational institutions. The occupation sits within ANZSCO Unit Group 2491, Education Advisers, and carries a Skill Level 1 rating in Australia, which lines up with a bachelor degree or higher qualification. School Inspector is a recognised specialisation within this occupation. This is a relatively small and senior occupation in Australia, with most people working in it holding significant prior teaching experience.

Typical day to day duties include:

  • Visiting schools and observing teachers in the classroom, noting pupil response, motivation and teaching techniques
  • Discussing programs, records and teachers with school principals to record the academic performance of schools, the welfare of pupils and the performance of individual teachers
  • Making suggestions to officials about improvements to educational facilities, equipment, buildings and staff to help maintain continued standards of education
Registration & Prior Teaching Experience Note: The ANZSCO classification notes that registration or licensing may be required for this occupation, and Education Reviewer roles are typically filled by experienced, formally registered teachers moving into a review or inspection function within a state or territory education authority.

SUBCLASS 482 FOR EDUCATION REVIEWERS: CSOL LIST

The Subclass 482 Skills in Demand visa replaced the older Temporary Skill Shortage visa in December 2024, bringing with it a new occupation list. The Core Skills Occupation List, generally shortened to the CSOL, combined the previous strategic skills lists into a single list spanning professional, trade and technical occupations.

Education Reviewer sits on the CSOL under the code ANZSCO 249112. This is the code an employer nominates against for a Core Skills stream 482 visa, and the same code applies where the occupation is used for the Direct Entry stream of the Subclass 186 Employer Nomination Scheme.

SUBCLASS 482 ANZSCO REQUIREMENT FOR EDUCATION REVIEWERS

The nominated occupation has to genuinely match the work an applicant will be doing for the sponsoring employer. Case officers look past job titles and check the duties set out in the nomination against the ANZSCO definition for 249112.

Education Reviewer sits at ANZSCO Skill Level 1, which lines up with a bachelor degree or higher qualification in a field highly relevant to education. At least five years of relevant experience may substitute for the formal qualification, and in some cases relevant experience or on the job training is required in addition to the qualification itself.

SC 482 VISA REQUIREMENT FOR EDUCATION REVIEWERS

To be granted a Subclass 482 visa under the Core Skills stream as an Education Reviewer, applicants generally need to meet the following:

  • A genuine, approved sponsor. The employer must be an approved Standard Business Sponsor, or in the process of becoming one
  • An approved nomination for ANZSCO 249112, with a salary at or above the Core Skills Income Threshold and the market rate for the role
  • At least one year of full time equivalent work experience in education review, inspection or a closely related education role, within the past five years
  • English requirements as outlined further below, unless an exemption applies
  • A clear health examination through an approved panel physician
  • Police clearance certificates from every country lived in for twelve months or more

The Core Skills Income Threshold sets the minimum salary an employer must offer for a Core Skills stream nomination. From 1 July 2026, this threshold rose from $76,515 to $79,423 a year, in line with the annual indexation the Department applies to keep pace with wage growth across the country. The visa can be granted for a period of one to four years depending on individual circumstances, and a partner and dependent children can be included as secondary applicants.

SUBCLASS 482 VISA APPLICATION CHARGES

The government visa application charges for the Subclass 482 also increased from 1 July 2026. The base charge for the main applicant is now $4,015, and this same amount applies to each additional applicant aged 18 or over included in the application. A dependent child under 18 is charged $1,005. These charges are non refundable and are reviewed annually, so it is worth confirming the current figure on the Home Affairs website before lodging, alongside budgeting separately for the nomination fee, the Skilling Australians Fund levy paid by the employer, and any English test, health check or skills assessment costs.

SKILLS ASSESSMENT REQUIREMENT FOR EDUCATION REVIEWER: SC 482

VETASSESS, short for Vocational Education and Training Assessment Services, is the skills assessing authority for Education Reviewer. VETASSESS assesses both the level and relevance of an applicant's qualification, together with their employment history, to confirm the two genuinely match the nominated occupation.

A skills assessment is not automatically required for every Subclass 482 applicant, but it becomes mandatory where the Department of Home Affairs' legislative instrument on mandatory skills assessments lists the occupation and passport country combination as requiring one. Even where it is not strictly mandatory, employers commonly ask for a positive VETASSESS outcome as standard practice, since it gives independent confirmation that an applicant's qualifications and experience genuinely support the nominated role.

The VETASSESS assessment for this occupation generally requires:

  • A qualification assessed as comparable to an Australian bachelor degree or higher, in a field highly relevant to education
  • At least one year of post qualification, highly relevant employment at an appropriate skill level, completed within the last five years, genuinely involving the review, evaluation or inspection of teaching and school performance rather than classroom teaching alone
  • Both the level and the relevance of the qualification's major field of study assessed together with the claimed employment history

Applicants should provide comprehensive documentary evidence, including:

  • Academic transcripts and certified qualification documents
  • Employment reference letters on company or institution letterhead outlining job title, duties, employment dates and hours worked
  • Payslips, taxation records, or other evidence supporting the claimed employment
  • Sample review reports, inspection records or other evidence that helps demonstrate genuinely relevant education review work

Providing complete and well organised evidence helps VETASSESS assess an application efficiently and may reduce processing delays.

SUBCLASS 186 FOR EDUCATION REVIEWERS: EMPLOYER NOMINATION SCHEME

The Subclass 186 Employer Nomination Scheme is Australia's main permanent employer sponsored visa, and for many Education Reviewers already working in the country on a 482 visa, it is the natural next step. The Direct Entry stream is the relevant pathway for applicants who have not yet worked long enough with their employer to qualify for the Temporary Residence Transition stream, or who are applying from outside Australia altogether.

Unlike the 482, a grant under the 186 gives the applicant and their family permanent residency from the day it is approved, with no further visa renewals needed.

SC 186 VISA REQUIREMENT FOR EDUCATION REVIEWERS

For the Direct Entry stream, applicants generally need to meet the following:

  • A nomination from an approved Australian employer for a genuine, full time, ongoing position as an Education Reviewer
  • A salary that meets or exceeds the relevant income threshold and the market rate for the role
  • A positive skills assessment in the nominated occupation, unless an exemption applies
  • At least three years of relevant work experience, unless exempt from the skills assessment and experience requirements
  • Being under 45 years of age at the time of application, with limited exemptions
  • Competent English, at an overall IELTS score of 6.0 with no band below 6.0, or an accepted equivalent
  • Health and character clearances

This sets a noticeably higher bar than the 482, both on English and on work experience, which is why many Education Reviewers use the 482 as a stepping stone before applying for the 186.

SKILLS ASSESSMENT REQUIREMENT FOR EDUCATION REVIEWERS: SC 186

A positive VETASSESS skills assessment is mandatory for almost every Direct Entry 186 applicant in this occupation, and it needs to be current at the time the visa application is lodged. The same qualification and employment criteria described above apply here. Because the Direct Entry stream also requires three years of relevant experience on top of the assessment itself, it helps to start gathering employment evidence, reference letters and qualification documents well before applying, since both VETASSESS processing and document preparation take time.

PROFESSIONAL RECOGNITION IN AUSTRALIA

A positive skills assessment and an approved visa get an applicant through the migration process, and Education Reviewer is not a separately licensed occupation in the way trades such as plumbing are. Because most people in this role move into it after a substantial career as a registered classroom teacher or school leader, holding, or having previously held, teacher registration with a state or territory regulatory authority is common and often expected, even though it is not always a strict formal requirement of the review or inspection role itself.

Professional standing in this field is generally built through a strong record as a classroom teacher or school leader, followed by demonstrated experience in curriculum evaluation, school review or quality assurance work. This background gives an employer and a case officer confidence that an applicant understands both classroom practice and the standards being assessed.

ENGLISH LANGUAGE REQUIREMENTS

Every skilled or employer sponsored visa in Australia comes with an English language test, and the score needed depends on which visa is being applied for. For Education Reviewers looking at the 482 and 186 pathways, the bar is different at each stage, which catches a number of applicants off guard.

For the Subclass 482 Skills in Demand visa, Core Skills stream, applicants generally need Competent English, which works out to an overall IELTS score of 5.0 with no band below 5.0, or an accepted equivalent test result.

For the Subclass 186 Employer Nomination Scheme, Direct Entry stream, the standard is higher. Competent English here means an overall IELTS score of 6.0 with no band below 6.0.

Visa English Standard IELTS Equivalent
482 Skills in Demand (Core Skills) Competent English 5.0 overall, no band below 5.0
186 Employer Nomination (Direct Entry) Competent English 6.0 overall, no band below 6.0

EXEMPTIONS ON ENGLISH LANGUAGE REQUIREMENTS

Citizens of the United Kingdom, the United States, Canada, New Zealand and the Republic of Ireland are generally exempt from formal English testing, along with applicants who have completed a set period of study conducted in English. Test results typically need to be current within three years of lodgement, so if a score is getting old, it is worth sitting the test again before applying rather than finding out partway through processing.

SALARY EXPECTATIONS IN AUSTRALIA

Role / Level Salary Range (AUD)
Entry Level Review Officer $95,000 to $115,000
Education Reviewer / School Inspector $115,000 to $130,000
Senior / Principal Reviewer $130,000 to $150,000+

Education Reviewer is a small and senior occupation in Australia, generally sitting within state or territory education departments and school regulatory authorities, and pay is usually set by public sector classification structures rather than a general market rate. As a reference point, review officer roles at bodies such as the NSW Education Standards Authority have advertised salaries in the range of roughly $117,000 to $130,000 a year, and senior or principal level review positions can sit above this range.

WHY EDUCATION REVIEWERS ARE IN DEMAND IN AUSTRALIA

  • State and territory education departments and regulatory authorities need experienced professionals to maintain school quality and curriculum standards
  • Growing accountability and reporting requirements in schooling have increased the volume of review and evaluation work needed
  • Very few professionals combine substantial classroom teaching experience with formal review, evaluation or inspection expertise
  • This is a relatively small, senior occupation in Australia, which limits the pool of locally available candidates at any given time
  • The inclusion of Education Reviewer on the Core Skills Occupation List reflects ongoing demand for qualified education review professionals at a national level
