Australia's Most Prestigious Permanent Visa

Visa Subclass 858 – Global Talent Visa / National Innovation Visa Australia

Australia's Most Prestigious Permanent Residency Pathway — For the Truly Exceptional

There is one thing that separates the Visa Subclass 858 from every other permanent residency pathway in Australia — it is not for skilled workers. It is not for professionals with enough points, or for people whose occupation happens to be on a list. It is for people who are genuinely exceptional.

The National Innovation Visa (Subclass 858) is a permanent visa for exceptionally talented migrants from across the world. These migrants will help create jobs and drive productivity growth in key sectors of the Australian economy. The NIV is for established and emerging leaders with high-calibre talent and skills who can make significant contributions that will contribute to Australia's future prosperity.

This permanent residency visa, introduced on December 7, 2024, has replaced the former Global Talent Visa Australia, streamlining the process for exceptionally skilled individuals to live, work, and contribute to Australia's innovation economy. The subclass number — 858 — remains the same. But the program has been rebranded, restructured, and made significantly more selective.

At Migration Republic, our MARA-registered migration agents work with high-calibre professionals across priority sectors to build EOI submissions and visa applications that give them a genuine chance at Australia's most prestigious permanent residency pathway.

Visa Overview

What Is the Visa Subclass 858?

The Subclass 858 is a permanent visa for people who have an internationally recognised record of exceptional and outstanding achievement in an eligible field. The Subclass 858 visa has undergone significant evolution since its inception. Originally known as the Distinguished Talent Visa, it was rebranded as the Global Talent Visa. On December 6, 2024, the Australian Government implemented further substantial changes, replacing the Global Talent Visa with the National Innovation Visa while retaining the same subclass number — 858.

The new visa — National Innovation Visa — has successfully replaced both the Global Talent Visa and the Business Innovation and Investment Program (BIIP) on 7 December 2024. This means the Subclass 858 now absorbs what was previously two separate programs — innovation talent and business investment — into one unified, highly selective visa.

Applicants must now receive an official invitation to apply, a process managed through the Expression of Interest (EOI) system. This replaces the previous optional invitation framework and adds a 60-day window for visa applications following an invitation.

Key Features of the Visa Subclass 858

  • Immediate permanent residency — no provisional stage, no conditions, no points test
  • Invitation-only — must submit an EOI and be invited before applying
  • Approximately 4,300 places allocated under the NIV program — not all sectors weighted equally
  • Four-tier priority system under Ministerial Direction 112 — sector and nominator type determine queue position
  • No strict age limit — though applicants under 18 or over 55 must demonstrate exceptional benefit
  • No conditions requiring you to live in a particular state or invest capital
  • Unrestricted work rights — freedom to work, run a business, or collaborate with multiple organisations
  • No employer sponsorship required — this is an independent permanent visa
  • Family members — spouse, partner, and dependent children — can be included
  • Access to leading innovation ecosystems, start-up communities, research sectors, and business networks
  • Five-year travel facility from the date of grant
  • Pathway to Australian citizenship

What Changed in December 2024

The December 2024 Rebrand — What Actually Changed

This is one of the most important sections for anyone who has been researching the Subclass 858 for a while and is working with older information. The NIV represents a more exclusive approach to attracting high-calibre workers who can raise Australia's international profile and contribute to key areas of national importance.

!

Invitation Is Now Mandatory

Applicants must now receive an official invitation to apply, managed through the EOI system. Under the old Global Talent Visa, some pathways allowed more direct applications. Under the NIV, the EOI and invitation step is non-negotiable for all applicants.

01

Multiple Achievements Required

Applicants must demonstrate a record of multiple internationally recognised achievements. This is a shift from the Global Talent Visa, where a single extraordinary accomplishment could suffice.

02

Expanded Nominator Pool

A significant change expanded the range of eligible nominators to include expert Commonwealth, State, or Territory government agencies. Applications supported by government nominations receive second-highest priority in processing.

03

Four-Tier Priority System

Under Ministerial Direction 112, the assessment framework has shifted toward strategic national impact rather than purely individual income levels. Your tier determines your queue position.

04

BIIP Absorbed Into 858

As of 7 December 2024, the Global Talent Visa is closed to new applications. The National Innovation Visa now absorbs both the Global Talent Visa and the Business Innovation and Investment Program (BIIP).

05

Prior Applications Still Processed

The Government continues to process previously submitted Global Talent visa applications in accordance with processing priorities. Previously lodged applications are still being assessed.

Ministerial Direction 112

The Four-Tier Priority System — Where Does Your Profile Sit?

The 2026 National Innovation Visa is governed by Ministerial Direction 112, which introduces a four-tier priority system. Your position in this system determines how quickly you receive an invitation — and whether you receive one at all given the limited annual allocation.

Priority 1 — Highest

Internationally Prestigious Award Recipients

Recipients of internationally prestigious awards — Nobel Prize laureates, Fields Medallists, Chern Medallists, L'Oreal-UNESCO Award for Women in Science recipients, Turing Award recipients, Booker Prize winners, or Olympic gold medallists. These applicants receive the highest priority in the invitation queue.

Priority 2 — Government Nominated

Government-Nominated Talent

Exceptionally talented people in their field who are endorsed by a relevant Australian state, territory, or federal government agency. Applications supported by government nominations receive second-highest priority, reflecting the strategic importance placed on government-identified talent.

Priority 3 — Tier One Sectors

Tier One Sector Experts

Tier One priority sectors include Critical Technologies, Health Industries, and Renewables and Low Emission Technologies. Professionals with demonstrated exceptional achievements in these three sectors receive third priority in the invitation queue.

Priority 4 — Tier Two and Other Fields

Tier Two Sectors and Other Fields

Tier Two encompasses broader strategic industries including Agri-food and AgTech, Defence Capabilities, Space Education, Financial Services and FinTech, Infrastructure and Transport, and Resources. Arts, sport, academia, research, and other fields also fall in this tier.

Know Your Tier Before You SubmitUnderstanding which tier your profile sits in before you submit your EOI is critical. A Tier One profile submitted with strong evidence will move significantly faster than a Tier Four profile — even if both are genuinely exceptional. Tier positioning affects both timeline and likelihood of receiving an invitation.

Eligibility Criteria

Who Can Apply for the Visa Subclass 858?

To be eligible, you must have an internationally recognised record of exceptional and outstanding achievements in an eligible field. You must be prominent in your area of expertise. You would be an asset to the Australian community. You can show that you would have no difficulty in obtaining employment in Australia.

Multiple Exceptional Achievements

Have an internationally recognised record of multiple exceptional and outstanding achievements in an eligible field — not just one significant achievement. Continuing prominence in your area of expertise is essential.

01

Ability to Establish in Australia

Can demonstrate that you would have no difficulty obtaining employment in Australia or becoming independently established in your field. A job offer at or above the salary benchmark is strong supporting evidence.

02

Eligible Nominator

Have secured a nomination from an Australian citizen, permanent resident, eligible New Zealand citizen, Australian organisation with a national reputation in your field, or a Commonwealth, State, or Territory government agency.

03

Functional English

Meet functional English requirements as assessed by the Department of Home Affairs. English language test results may be required depending on your background.

04

Health and Character Requirements

Meet health and character requirements set by the Department. All applicants and included family members must complete health examinations and police clearances.

05

Benefit to Australian Community

Are able to demonstrate that your expertise, achievements, and presence in Australia would benefit the Australian community — through innovation, job creation, productivity growth, or contribution to strategic national priorities.

On Age and SectorsThere is no strict age limit. However, applicants under 18 or over 55 must demonstrate exceptional benefit to Australia. Eligibility criteria are not tied to specific sectors, though achievements in critical areas influence priority processing. You do not need to be in a Tier One sector to be eligible — but being in a Tier One sector significantly improves your position in the invitation queue.

The Salary Benchmark

The Income and Salary Benchmark — What It Really Means

This is one of the most nuanced aspects of the Subclass 858 — and one of the most commonly misunderstood. While no salary threshold is mandated, high earnings or a job offer in Australia exceeding AUD $175,000 serve as strong indicators of high-calibre talent.

While Subclass 858 does not mandate this income, it serves as a benchmark to demonstrate exceptional economic value. If you are not currently earning at this level, you must demonstrate the realistic capacity to reach it in Australia. For entrepreneurs and founders, projected funding rounds, equity value, or investment backing can support this argument.

The Fair Work High Income Threshold for 2025-26 is set at AUD $183,100. However, the Department of Home Affairs clarifies that high earnings alone no longer guarantee selection. Applicants must demonstrate clear information gain for Australia — meaning your expertise should fill critical skill shortages.

The Practical MessageIf you are earning above $175,000–$183,100, your salary is a supporting indicator of exceptional talent. If you are not yet at that level, you need to demonstrate that your achievements, reputation, and the nature of your expertise mean you could plausibly reach it in Australia. Neither exceeding nor falling short of this figure is in itself determinative — it is evidence, not a threshold.

Evidence Standards

What Counts as Exceptional and Outstanding Achievement?

To qualify for the National Innovation Visa, applicants must present evidence of multiple exceptional and outstanding achievements through various indicators. Here is what the Department has indicated it looks for across different types of applicants.

Researchers and Academics

Global significance of research, relevance to Australia's industries, keynote addresses at major international conferences, high-citation publications, leadership of major research programs, international grants, and academic awards at the highest level.

Technology and Innovation Professionals

Patents, recognised intellectual property with commercial application, contributions to major open-source projects with global adoption, founding or leading technology ventures that have achieved significant scale, and international recognition through industry awards.

Entrepreneurs and Investors

Proof of innovative investments supporting successful ventures. Promising entrepreneurial projects linked to national innovation hubs. Recognised intellectual property including international patents. Evidence of capital raised, companies built, or ventures that have created jobs and economic value.

Athletes and Creatives

Contributions from athletes and creatives who enhance Australia's global reputation. Representation at the highest international level, major competitive achievements, internationally recognised artistic work or cultural contribution.

Medical and Health Professionals

Leadership in clinical research, development of medical technologies or treatments with documented international impact, recognition by peak international medical bodies, and contributions that have directly improved patient outcomes at scale.

PhD Graduates

PhD graduates may qualify based on their academic achievements. Key considerations include the global significance of their research, its relevance to Australia's industries, and its potential to drive innovation and productivity.

The Nomination

The Nomination — Who Can Nominate You and Why It Matters

The nomination is not a formality in the Subclass 858 process. It is a strategic pillar of your application — and who nominates you affects both your eligibility and your priority tier. You must be nominated by an Australian citizen, Australian permanent resident, or eligible New Zealand citizen, or an Australian organisation with a national reputation in your area of expertise.

A significant change implemented in December 2024 expanded the range of eligible nominators to include expert Commonwealth, State, or Territory government agencies. Applications supported by government nominations receive second-highest priority in processing.

What Your Nominator Must Do

  • Complete Form 1000 — the official nomination form
  • Provide their own CV, proof of citizenship or company registration
  • Submit a detailed statement describing your achievements and why they support your nomination
  • Have a genuine, demonstrable national reputation in your area of expertise — not just a professional connection
  • Be able to credibly vouch for the international significance and ongoing prominence of your achievements

Investors can provide details of capital, business plans, and cash flow forecasts. Researchers should supply letters from universities or research institutes.

Nominator Choice Is a Strategic DecisionChoosing the right nominator — someone whose own standing in your field is unimpeachable — is one of the most strategically important decisions in the entire 858 process. A nominator who is well-regarded in your sector adds genuine credibility to your EOI. A weak or unconvincing nominator undermines even a strong application.

Application Steps

How to Apply for the Visa Subclass 858

01

Assess Your Genuine Eligibility

Before anything else, honestly assess whether your achievements meet the standard of internationally recognised, exceptional and outstanding — not just highly accomplished. The 6.6% EOI success rate in late 2025 means the Department is not approving applications that are merely impressive. They need to be genuinely exceptional.

02

Identify Your Priority Tier

Determine whether your achievements and sector place you in Priority 1, 2, 3, or 4 under the four-tier system. This affects how you position your EOI and what timeline you can realistically expect.

03

Identify and Engage Your Nominator

Find an eligible nominator with genuine national reputation in your field. Discuss your achievements with them, ensure they understand the nomination requirements, and work with them to prepare the Form 1000 nomination. Researchers should supply letters from universities or research institutes. Investors can provide details of capital, business plans, and cash flow forecasts.

04

Prepare and Submit Your EOI

Lodge your Expression of Interest with the Department of Home Affairs to be invited to apply for this visa. Your EOI must demonstrate the full scope of your achievements — publications, patents, awards, media recognition, employment history, income, and the specific ways your expertise will benefit Australia.

05

Await Your Invitation

The Department must invite you before you can apply for this visa. The Department assesses EOIs according to sector priorities and the calibre of achievements. There is no fixed waiting period.

06

Lodge Your Visa Application Within 60 Days

Once invited, the 60-day window for visa applications begins. Lodge your complete application via ImmiAccount with all required supporting documentation within this window — missing the deadline means starting the EOI process again.

07

Complete Health and Character Checks

All applicants and included family members must complete health examinations and provide police clearances. These should be arranged promptly after receiving your invitation to avoid delays.

08

Receive Your Permanent Residency Grant

Once approved, you and your family are Australian permanent residents — immediately and unconditionally. No provisional stage, no conditions, no further thresholds to meet.

How We Help

Our Visa Process

01

Honest Eligibility Assessment

This is where we start — and where we add the most value before a single document is prepared. We review your achievements, your sector, your income, and your nominator options against the actual standard the Department applies. We give you an honest assessment of whether your profile is likely to receive an invitation, which priority tier you sit in, and what your realistic timeline looks like. We do not encourage applications that are unlikely to succeed.

02

EOI Strategy and Achievement Framing

The EOI is not a document dump — it is a strategic argument for why you are exceptional, why Australia needs you specifically, and how your presence here will benefit the Australian economy and innovation ecosystem. We work with you to identify your strongest achievements, frame them in terms of national benefit and sovereign capability, and construct an EOI that positions your profile as compellingly as possible within your priority tier.

03

Nominator Identification and Preparation

We help you identify the strongest possible nominator for your application — someone whose own national reputation in your field is unimpeachable — and work with them to prepare the Form 1000 nomination documentation correctly and compellingly.

04

Visa Application Preparation and Lodgement

Once invited, we move immediately — you have 60 days. We prepare your complete visa application, coordinate all health and character checks, and ensure every document required is properly gathered, organised, and submitted within the window.

05

Active Case Management

After lodgement, we manage all communications with the Department, respond to any requests for additional information, and keep you informed throughout the process until your permanent residency is granted.

Common Questions

Frequently Asked Questions

Q
Is the Global Talent Visa still available?
As of 7 December 2024, the Global Talent Visa is closed to new applications. The Government continues to process previously submitted Global Talent visa applications. The replacement is the National Innovation Visa — same subclass number (858), new framework.
Q
Do I need to be in a specific sector?
Eligibility criteria are not tied to specific sectors, though achievements in critical areas influence priority processing. You can be in any field — but Tier One sectors (Critical Technologies, Health Industries, Renewables and Low Emission Technologies) receive faster invitation processing.
Q
Is there a minimum income requirement?
No salary threshold is mandated, but high earnings or a job offer in Australia exceeding AUD $175,000 serve as strong indicators of high-calibre talent. The Fair Work High Income Threshold for 2025-26 is AUD $183,100 — high earnings alone no longer guarantee selection.
Q
Do I need an employer or job offer?
No employer sponsorship is required, offering greater independence. However, a job offer in Australia at a high salary level is strong supporting evidence of your ability to become established.
Q
Is there an age limit?
There is no strict age limit. But if you are under 18 or over 55, you must demonstrate exceptional benefit to Australia.
Q
Can I include my family?
Yes. Eligible dependents can be included in your visa application. Spouse or partner and dependent children receive permanent residency alongside you.
Q
What is the 60-day rule?
Once invited, there is a 60-day window for visa applications following an invitation. If you miss this window, you will need to resubmit an EOI and wait for a new invitation.
Q
How competitive is it to receive an invitation?
Only 122 invitations were issued from 1,841 Expressions of Interest in the final quarter of 2025 — a success rate of just 6.6%. The program is genuinely selective — strong EOI preparation is not optional.
Q
What replaced the BIIP under the 858?
The National Innovation Visa has successfully replaced both the Global Talent Visa and the Business Innovation and Investment Program (BIIP) on 7 December 2024. Business innovators and investors who previously applied through the BIIP now apply through the Subclass 858 NIV.

Why Migration Republic

Why Choose Migration Republic?

The Subclass 858 National Innovation Visa is not a visa where generic, template-based applications succeed. The Department is looking at a 6.6% EOI approval rate. That means for every 15 expressions of interest submitted, only one receives an invitation. The difference between the applications that succeed and those that do not is not luck — it is strategy, framing, evidence quality, nominator strength, and an honest understanding of where your profile sits in the four-tier priority system.

At Migration Republic, our MARA-registered migration agents bring genuine strategic expertise to every Subclass 858 engagement. We do not simply collect your documents and submit an EOI. We assess your profile honestly against the Department's actual standard. We identify your strongest achievements. We determine your priority tier. We help you find the best possible nominator. We frame your EOI as a compelling argument for why you are exceptional and why Australia specifically needs you.

And we tell you honestly if your profile is not yet ready — because an unsuccessful EOI wastes your time and money, and a pattern of unsuccessful applications can affect how your future submissions are assessed.

Honest Assessment First

We tell you honestly if your profile is ready — or not yet. We never encourage an application that is unlikely to succeed, because wasted EOIs have real consequences.

EOI Strategy Experts

We frame your achievements as a compelling national benefit argument — not a document list. Tier identification, nominator selection, and achievement framing are our core value.

End-to-End Precision

From eligibility assessment through EOI submission, invitation management, 60-day lodgement, and visa grant — dedicated support at every stage with regular updates.
