VOCATIONAL EDUCATION TEACHER / POLYTECHNIC TEACHER | ANZSCO 242211
Skilled Migration Pathway
Australia's TAFE institutes, polytechnics and other registered training organisations rely on experienced industry professionals who can teach practical, job ready skills, and many struggle to find enough qualified local staff with genuine industry expertise. Demand spans trades, business, hospitality, health, IT and many other vocational fields. For overseas Vocational Education Teachers, known as Polytechnic Teachers in New Zealand and classified under ANZSCO 242211, this shortage has opened up a genuine pathway into Australia through employer sponsorship.
This guide covers what a Vocational Education Teacher actually does day to day, the qualification and English standards involved, and how the two most common employer sponsored routes work: the Subclass 482 Skills in Demand visa and the Subclass 186 Employer Nomination Scheme.

A Vocational Education Teacher under ANZSCO 242211 teaches one or more subjects within a prescribed course of study at a technical and further education, or TAFE, institute, polytechnic or other training institute to tertiary students for vocational education and training purposes. The occupation sits within ANZSCO Unit Group 2422, Vocational Education Teachers, and carries a Skill Level 1 rating in Australia, which lines up with a bachelor degree or higher qualification. Common job titles in this occupation include Adult Education Teacher, TAFE Lecturer, TAFE Teacher and Workplace Trainer and Assessor. VET teachers are often described as dual professionals, since they combine deep industry expertise in their trade or field with formal teaching skills.
Typical day to day duties include:
- Identifying the various needs of students and creating effective learning options to meet these needs
- Liaising with individuals, industry and education sectors to ensure the provision of relevant programs and services
- Planning, designing and developing course curriculum and methods of instruction
- Teaching students using a range of teaching aids, including presentations, discussions, workshops, laboratory sessions, multimedia aids and computer tutorials
- Preparing and marking assessments, projects and examinations
- Advising students on academic and vocational pathways
- Assessing student competency against relevant industry and training package standards
- Participating in curriculum review, course accreditation processes and industry liaison
SUBCLASS 482 FOR VOCATIONAL EDUCATION TEACHERS: CSOL LIST
The Subclass 482 Skills in Demand visa replaced the older Temporary Skill Shortage visa in December 2024, bringing with it a new occupation list. The Core Skills Occupation List, generally shortened to the CSOL, combined the previous strategic skills lists into a single list spanning professional, trade and technical occupations.
Vocational Education Teacher / Polytechnic Teacher sits on the CSOL under the code ANZSCO 242211, alongside the related occupation of University Lecturer within the broader tertiary education occupation group. This is the code an employer nominates against for a Core Skills stream 482 visa, and the same code applies where the occupation is used for the Direct Entry stream of the Subclass 186 Employer Nomination Scheme.
SUBCLASS 482 ANZSCO REQUIREMENT FOR VOCATIONAL EDUCATION TEACHERS
The nominated occupation has to genuinely match the work an applicant will be doing for the sponsoring employer. Case officers look past job titles and check the duties set out in the nomination against the ANZSCO definition for 242211, and in particular whether the role is genuinely vocational rather than higher education level teaching.
Vocational Education Teacher sits at ANZSCO Skill Level 1, which lines up with a bachelor degree or higher qualification in a field highly relevant to the vocational subject being taught. At least five years of relevant experience may substitute for the formal qualification, and in some cases relevant experience or on the job training is required in addition to the qualification itself.
SC 482 VISA REQUIREMENT FOR VOCATIONAL EDUCATION TEACHERS
To be granted a Subclass 482 visa under the Core Skills stream as a Vocational Education Teacher, applicants generally need to meet the following:
- A genuine, approved sponsor. The employer must be an approved Standard Business Sponsor, or in the process of becoming one
- An approved nomination for ANZSCO 242211, with a salary at or above the Core Skills Income Threshold and the market rate for the role
- At least one year of full time equivalent work experience in vocational education teaching or in the relevant industry, within the past five years
- English requirements as outlined further below, unless an exemption applies
- A clear health examination through an approved panel physician
- Police clearance certificates from every country lived in for twelve months or more
The Core Skills Income Threshold sets the minimum salary an employer must offer for a Core Skills stream nomination. From 1 July 2026, this threshold rose from $76,515 to $79,423 a year, in line with the annual indexation the Department applies to keep pace with wage growth across the country. The visa can be granted for a period of one to four years depending on individual circumstances, and a partner and dependent children can be included as secondary applicants.
SUBCLASS 482 VISA APPLICATION CHARGES
The government visa application charges for the Subclass 482 also increased from 1 July 2026. The base charge for the main applicant is now $4,015, and this same amount applies to each additional applicant aged 18 or over included in the application. A dependent child under 18 is charged $1,005. These charges are non refundable and are reviewed annually, so it is worth confirming the current figure on the Home Affairs website before lodging, alongside budgeting separately for the nomination fee, the Skilling Australians Fund levy paid by the employer, and any English test, health check or skills assessment costs.
SKILLS ASSESSMENT REQUIREMENT FOR VOCATIONAL EDUCATION TEACHER: SC 482
This occupation has two possible assessing authorities, depending on the subject taught. VETASSESS, short for Vocational Education and Training Assessment Services, assesses Vocational Education Teachers of non-trades subjects, such as business, hospitality, health, IT and similar fields. Trades Recognition Australia, generally known as TRA, assesses Vocational Education Teachers of trades subjects, such as construction, automotive or electrical trades. Confirming which body applies to a given case early on avoids delays later in the process.
A skills assessment is not automatically required for every Subclass 482 applicant, but it becomes mandatory where the Department of Home Affairs' legislative instrument on mandatory skills assessments lists the occupation and passport country combination as requiring one. Even where it is not strictly mandatory, employers commonly ask for a positive assessment outcome as standard practice, since it gives independent confirmation that an applicant's qualifications and experience genuinely support the nominated role.
The VETASSESS assessment for non-trades Vocational Education Teachers generally requires:
- A qualification assessed as comparable to an Australian bachelor degree or higher, in a field highly relevant to the subject taught
- At least one year of post qualification, highly relevant employment at an appropriate skill level, completed within the last five years
- Teaching at vocational education and training level, since VETASSESS does not assess applicants teaching higher education courses or qualifications under this occupation code
Most Vocational Education Teachers also need to hold, or be working towards, a Certificate IV in Training and Assessment, since this is generally required to teach and assess within the Australian vocational education and training sector, separately from the migration skills assessment.
Applicants should provide comprehensive documentary evidence, including:
- Certified qualification documents and academic transcripts
- A Statement of Service from the employer clearly outlining the courses or units of study taught
- Employment reference letters on company or institution letterhead outlining job title, duties, employment dates and hours worked
- Payslips, taxation records, or other evidence supporting the claimed employment
Providing complete and well organised evidence helps the relevant assessing authority review an application efficiently and may reduce processing delays.
SUBCLASS 186 FOR VOCATIONAL EDUCATION TEACHERS: EMPLOYER NOMINATION SCHEME
The Subclass 186 Employer Nomination Scheme is Australia's main permanent employer sponsored visa, and for many Vocational Education Teachers already working in the country on a 482 visa, it is the natural next step. The Direct Entry stream is the relevant pathway for applicants who have not yet worked long enough with their employer to qualify for the Temporary Residence Transition stream, or who are applying from outside Australia altogether.
Unlike the 482, a grant under the 186 gives the applicant and their family permanent residency from the day it is approved, with no further visa renewals needed.
SC 186 VISA REQUIREMENT FOR VOCATIONAL EDUCATION TEACHERS
For the Direct Entry stream, applicants generally need to meet the following:
- A nomination from an approved Australian employer for a genuine, full time, ongoing position as a Vocational Education Teacher
- A salary that meets or exceeds the relevant income threshold and the market rate for the role
- A positive skills assessment in the nominated occupation, unless an exemption applies
- At least three years of relevant work experience, unless exempt from the skills assessment and experience requirements
- Being under 45 years of age at the time of application, with limited exemptions
- Competent English, at an overall IELTS score of 6.0 with no band below 6.0, or an accepted equivalent
- Health and character clearances
This sets a noticeably higher bar than the 482, both on English and on work experience, which is why many Vocational Education Teachers use the 482 as a stepping stone before applying for the 186.
SKILLS ASSESSMENT REQUIREMENT FOR VOCATIONAL EDUCATION TEACHERS: SC 186
A positive skills assessment from VETASSESS, or from TRA for trades subjects, is mandatory for almost every Direct Entry 186 applicant in this occupation, and it needs to be current at the time the visa application is lodged. The same qualification and employment requirements described above apply here. Because the Direct Entry stream also requires three years of relevant experience on top of the assessment itself, it helps to start gathering employment evidence, reference letters and qualification documents well before applying, since assessment processing and document preparation both take time.
CERTIFICATE IV IN TRAINING AND ASSESSMENT
A positive skills assessment and an approved visa get an applicant through the migration process, but they do not on their own qualify someone to deliver nationally recognised training in Australia. Most registered training organisations, including TAFE institutes, require teaching staff to hold, or be actively working towards, a Certificate IV in Training and Assessment, generally known in the sector as the TAE. This is a vocational qualification in its own right, separate from both the skills assessment and the visa, and covers the specific training and assessment competencies expected of VET trainers under the Australian vocational education and training framework.
Many employers will support a newly arrived Vocational Education Teacher to complete or upgrade their TAE where needed, but it is worth confirming this expectation with a prospective employer before accepting a position, since requirements can vary between training organisations.
ENGLISH LANGUAGE REQUIREMENTS
Every skilled or employer sponsored visa in Australia comes with an English language test, and the score needed depends on which visa is being applied for. For Vocational Education Teachers looking at the 482 and 186 pathways, the bar is different at each stage, which catches a number of applicants off guard.
For the Subclass 482 Skills in Demand visa, Core Skills stream, applicants generally need Competent English, which works out to an overall IELTS score of 5.0 with no band below 5.0, or an accepted equivalent test result.
For the Subclass 186 Employer Nomination Scheme, Direct Entry stream, the standard is higher. Competent English here means an overall IELTS score of 6.0 with no band below 6.0.
| Visa | English Standard | IELTS Equivalent |
|---|---|---|
| 482 Skills in Demand (Core Skills) | Competent English | 5.0 overall, no band below 5.0 |
| 186 Employer Nomination (Direct Entry) | Competent English | 6.0 overall, no band below 6.0 |
EXEMPTIONS ON ENGLISH LANGUAGE REQUIREMENTS
Citizens of the United Kingdom, the United States, Canada, New Zealand and the Republic of Ireland are generally exempt from formal English testing, along with applicants who have completed a set period of study conducted in English. Test results typically need to be current within three years of lodgement, so if a score is getting old, it is worth sitting the test again before applying rather than finding out partway through processing.
SALARY EXPECTATIONS IN AUSTRALIA
| Role / Level | Salary Range (AUD) |
|---|---|
| Entry Level Vocational Education Teacher | $79,000 to $95,000 |
| Vocational Education Teacher / TAFE Lecturer | $95,000 to $120,000 |
| Senior Vocational Education Teacher | $120,000 to $140,000+ |
Pay for Vocational Education Teachers in Australia is generally set by state based TAFE enterprise agreements, with actual rates varying by state or territory, trade or discipline, and years of recognised teaching and industry experience. Institutes in Western Australia and the Northern Territory tend to sit toward the higher end of published pay scales, and teachers with significant prior industry experience, particularly in trades or health related fields, are often placed at a higher starting point on the relevant pay scale.
WHY VOCATIONAL EDUCATION TEACHERS ARE IN DEMAND IN AUSTRALIA
- Australian industry sectors including trades, health, business and IT rely on TAFE and other registered training organisations to produce job ready graduates
- Growing demand for skilled trades and technical workers has increased pressure on training providers to expand vocational teaching capacity
- Genuine dual professionals, with both strong industry experience and teaching skills, are relatively scarce compared to overall demand
- Regional TAFE campuses in particular can find it harder to attract qualified vocational teachers compared to major metropolitan providers
- The inclusion of Vocational Education Teacher / Polytechnic Teacher on the Core Skills Occupation List reflects ongoing demand for qualified vocational educators at a national level
